These moves need to be made in this order.

Merryweather (75) swears to Manq'ue al-zeba (75)
Manq'ue al-zeba sets Merryweather as Key Vassal
De Alchy (68) swears to Merryweather (75)
Merryweather sets De Alchy as Key Vassal

If you need to realese you chain vassle to complete this move, make sure all parties are online at the same time, to avoid a chain break.
