I didn't say we were clueless about it, I just meant we don't know exactly how everything will be affected.
What we do know is that Turbine is indicating it will take much longer to max the loyalty bonus, that passup will range from 25% (I think, don't recall for sure right now) to 90%, and that we get to keep whatever our bonus is when the changes go into effect.
By reswearing now we accomplish two things. One, we have enough time to max the loyalty bonuses again for anyone whose bonus is reset because of the moves. Two, we group the higher producing members together before the patch so they get to grandfather in their current high loyalty bonuses.
Regardless of how chains will be structured in the future, having our members sworn together and with very high loyalty bonuses is a good place to be at the beginning of the new changes. Whether we leave the chain as a long, thin line strictly for adminstrative ease, or whether we break it up into clusters, many of the members will already be sworn next to the characters they will continue to be sworn to and they will get to import a high loyalty bonus (as oppposed to waiting weeks or potentially months to max it should they reset it after the Feburary patch).

We've been debating this on the manager board for a week.
We come up with this:

I'll get into cell clusters later. As I said, this is all a product of a week long intense debate among your managers, your High Council, your Monarch, and your ex-Monarch.

2. Are you willing to work for it by earning at least 50million passup a week?
If you can honestly answer yes to both of those questions then put your name on the list.

For anyone who wants to move to the new chain, please submit your names as soon as you decide. Within the next day or so we need to start comparing the names of applicants with the chain listing and start figuring out the best way to implement everything while minimizing the disruption of the current chains.

Just to get an estimate of what chains will be like after the change. Look at the "added columns" and multiply that result by three, that is what the new "from chain" columns will be.
Take Compadre as an example, his patron now received 1,623,033,941 xp during the last 17 days from the chain, with the new dynamics his patron would have received an estimated 196,288,775 * 3 = 588,866,325 xp.
This is based on assuming 30% passup now and 90% passup in the future, and ignoring passup from people below, if we modify for what his vassal passed up assuming 10% passthrough and 90% of hunted, his patron gets another 50,469,742 xp during those 17 days.
In short expect a reduction after the patch.

I agree. Hold off for a few months at least. We have absolutely no idea how the new loyalty rules will affect chains. etc. I hate to say it, but its almost too little, too late. (not your fault) Turbine changing some rules. etc.

The managers have debated this solidly all week. The reason it is best to start it now is the maxed loyalty bonus will carry over after the alteration. It makes much more sense to build what we know is 240 hours of IG loyalty bonus than to start everyone from scratch and have it be six months. This makes the most sense. It gives everyone time to move to a higher output chain that wants to without having to generate what could be 400% raw xp of someone else to pass up the same xp that has loyalty maxed. It's not really you, that you will be worried about. It will be your vassal that you want to be maxed as the grand majority of you xp will come directly from them.
This is not something they decided on a whim. An awful lot of thought and consideration was taken.
