Yup, that's what he's saying trekman.
He crits like that about 60-70% of all hits.

Yeah Trek, I hit like that on a regular crit. Interestingly enough though, even a noncrit does 700s, which is still harder than an AR shot. Its the exact same damage dynamic found in Crystal Golems. (Which Im sure we're all familiar with) Their natural armor level is so low, AR has no signifigant effect.
As for CB being as effective as CS, I just don't see how that's possible given the dynamic of how CB works. The only way they could make it more effective is if they actually increased the percentage of crits. Which if they did that, then I guess it may be as good or better against em. Would make for a good test.
Before, CB gave "megacrits" but used the game's normal crit dynamic which seems to be roughly 10% over time. (I saw this in a Dev chat a long time ago.) The problem is DoT. On creatures with few HPs, there's no way you'll drop em as fast with CB unless you crit on the first shot EVERY time. Otherwise, after you've whittled them down, a megacrit killshot doesn't mean as much because so many noncrits have took up time and wasted the weapon's potential.
CB becomes more important vs. creatures with 1000s of HPs obviously, but its offset when you compare it with say me with CS doing 2500+ every other shot or so and you're standing around waiting for a 10% megacrit. Again, in most cases, by the time you get your crit the creature has often sustained considerable damage and the potential of the weapon is again wasted.
Still though, an interesting combat scenario for CB would be to take a battery of these weapons out (ie, a full fellow with all archers/melee armed with CB) In this instance with so many CB weapons brought to bear on a single target, your chances for a first shot megacrit are greatly increased, and thus in theory, a battery of these weapons may be highly effective against VoD targets. Worth testing to say the least.
