Lugian Armor Is It Still Running?

I was trying to do the Lugian Armor quest and I can't find the Commander at the end. Is it still running?

I did the same thing back a month ago and found the same thing

I did it about three weeks ago. The commander was there, but one of the Lt.s never spawned.

The commander at teh end of the dungeon seemingly only spawns when the quest is triggered.

I remember reading something of talking to the NPC in Linvak Tukal to trigger the quest (it means you have to go thru the portal t the end, talk to the guy and work your way thru the dungeon again
