Here is the fix:
First, Install .Net Framework
Then, Install Decal .Net Interops
Even if you did this before, do it again, in that order.

I had this happen on one of my machines.
Here is the fix:
First, Install .Net Framework
Then, Install Decal .Net Interops
Even if you did this before, do it again, in that order.
