acstats error! look familiar? plz help

I DL'd ACstats, Decal, and the .reg file. Got it all installed, but when i click on my Decal Icon on the desktop it says.."Could not load the xml document: C:/Decal/Sixpinetrees/memlocs.xml - it may be missing or malformed"....then is asks me to update them to fix the problem....when click "yes" it says..."download failed - Interfaced not registered" then i click "ok" and it shuts down..duh..i have no clue...plz help

From time to time, this happens to me. I wait a while and update again and everything works.
